PH International in Moldova
PH International has worked in Moldova since 2011 and has maintained an office in Chișinău since 2018.
In addition to professional and technological development programs in prior years, PH’s main work in Moldova has centered around the Moldova Legal Socialization Program (MLSP). From 2019 to 2024, MLSP aimed at strengthening the rule of law in the Republic of Moldova, particularly targeting juvenile delinquency prevention, and enhancing interactions between youth and law enforcement by combining a legal education curriculum and afterschool activities, community-based initiatives to raise awareness about civic rights and responsibilities, deterring crime by and against young people, and protecting the rights of youth. The project’s foundation consisted of integrating legal education within school curriculums, supplemented by afterschool and community activities developed in cooperative partnerships between youth, educators, law enforcement authorities, and the larger community.
While PH has implemented legal socialization programs in many countries, MSLP stands out with some unique accomplishments:
- LS curriculum and student manuals for primary and secondary schools developed and distributed to over 10,000 students studying the optional discipline Education for Legal Socialization
- 225 police officers and 191 teachers trained for the LS curriculum delivery in 170 schools at the 8th and 11th grade levels
- 3 Youth Police Academy Camps involved a total of 130 students and more than 60 police officers as trainers and mentors
- 122 after-school clubs with participation of 3000 students and 12 teachers and police officers implemented the STEM & Forensics after-school activities/optional discipline
- Education for Legal Socialization and STEM & Forensics curricula approved for implementation in schools at the national level by the National Curriculum Council
- Police -School partnership agreements and action plans became a standard practice at the national level
- Police officers from 31 regional Police Inspectorates continue teaching the LS curriculum together with teachers in selected schools
